SOCIAL LEGISLATION, RISE OF CULTURE AND SOCIAL CONSCIOUSNESS OF THE WORKER ARE ANALYZED AS CONTRIBUTING TO THE PREVENTION OF CRIME IN THE SOVIET UNION.
Abstract
THE AUTHOR STATES THAT THE SOCIAL ORDER, NOT INCREASED TECHNOLOGY OR URBANIZATION, IS RESPONSIBLE FOR HIGH CRIME RATES. FOR EXAMPLE, TELEVISION IN THE SOVIET UNION IS USED FOR THE COMMUNIST EDUCATION OF THE PEOPLE RATHER THAN COMMERCIALISM, SEX AND VIOLENCE. LEGISLATION INCLUDES PLANS FOR INCREASED WAGES AND PENSIONS AND GREATER HOUSING AND CULTURAL CONSTRUCTION. WHICH ARE EXPECTED TO HELP IMPEDE THE RISE OF CRIME. THE PUBLIC AT LARGE PARTICIPATES IN THE WORK OF THE JUVENILE AFFAIRS BOARDS, THESE BOARDS DEAL WITH CASES RELATING TO OFFENCES BY MINORS AND IDENTIFY CHILDREN AND ADOLESCENTS WHO ARE IN NEED OF ASSISTANCE OR WHO HAVE ABANDONED THEIR SCHOOLING. THE BOARDS TAKE STEPS TO FIND THESE JUVENILES OPENINGS IN EMPLOYMENT OR TRAINING, AND ASSIST PARENTS IN BRINGING UP THEIR CHILDREN. IN CASES WHERE A PERSON HAS COMMITTED A MINOR OFFENCE, OR ONE NOT INVOLVING GREAT DANGER TO SOCIETY, AND WHERE CRIMINAL CHARGES AGAINST HIM HAVE BEEN DROPPED, SOVIET PROCEDURAL LEGISLATION OBLIGES THE MILITIA, INVESTIGATION AND COURT AUTHORITIES TO TAKE SOCIAL MEASURES OF SUASION THROUGH THE COMRADESHIP COURTS OR WORKERS' COLLECTIVES TO ENSURE THAT HIS ANTISOCIAL OFFENCES DO NOT DEVELOP INTO MORE SERIOUS CRIMES.
