THIS TEXT DEVELOPS A CONTEXT FOR THE EMPIRICAL ANALYSIS OF POLICY IMPACT ON CRIME, AND EXAMINES A SPECIFIC SET OF POLICIES IN FORTY-NINE MAJOR AMERICAN CITIES AND FORTY COMMUNITIES IN THE STATE OF OHIO.
Abstract
THE AUTHOR DISCUSSES THE NATURE OF CRIME PROBLEMS, INCLUDING THE EXTENT OF CRIME IN EACH LOCALITY, THE TRENDS OF CRIME, AND URBAN VERSUS RURAL CRIME. HE EXAMINES CRIME AND CRIME POLICIES AS SOCIAL, POLITICAL, AND ELECTION CAMPAIGN ISSUES. HE ALSO ANALYZES THE ORGANIZATIONAL STRUCTURE AND ADMINISTRATIVE PROCEDURES FOR LAW ENFORCEMENT AND CRIMINAL JUSTICE AS A PART OF THE FEDERAL GOVERNMENT SYSTEM AND PRESENTS RECENT PATTERNS AND TRENDS IN EXPENDITURES FOR THE CRIMINAL JUSTICE SYSTEM THROUGHOUT ALL LEVELS OF GOVERNMENT. THE TEXT SHOWS HOW PUBLIC POLICY ANALYSIS CAN BE USED TO MAKE AN IMPORTANT CONTRIBUTION TO THE EXPENDITURE OF PUBLIC MONEY. ALSO, THE CASE STUDIES PRESENTED IN THE TEXT SERVE TO MEASURE THE NET IMPACT OF GOVERNMENTAL DECISIONS IN THE AREAS OF CRIME CONTROLS AND POINT OUT THEIR WEAKNESSES AND STRENGTHS. (AUTHOR ABSTRACT)
