DESCRIBES THE CONSOLIDATION OF POLICE AND FIRE SERVICES, AND THE CREATION OF THE PUBLIC SAFETY AGENT PROGRAM WHICH ALLEVIATES THE WORKLOAD PRESSURES OF POLICE OPERATIONS AND ASSURES THE PUBLIC ADEQUATE FIRE PROTECTION.
Abstract
THE PRIMARY GOALS OF THE REORGANIZATION WERE TO IDENTIFY GROUP FUNCTIONS AND TO DETERMINE RESOURCE PEOPLE WITH THE POTENTIAL FOR EITHER PERFORMING THESE TASKS OR LEADING OTHERS IN PERFORMING THEM. THE NEW STRUCTURE REPRESENTS BOTH NOMINAL AND FUNCTIONAL CONSOLIDATION, WITH THE LINE OPERATIONS OF POLICE AND FIRE RETAINING THEIR TRADITIONAL ROLES. THE ADMINISTRATIVE AND SERVICE FUNCTIONS OF POLICE AND FIRE HAVE GRADUALLY MERGED UNTIL THE DUPLICATION OF EFFORTS WITHIN THESE FUNCTIONS HAS BEEN ELIMINATED. THE AUTHOR COMMENTS ON THE NEED FOR ADDITIONAL MANPOWER. A DESCRIPTION IS GIVEN OF THE PUBLIC SAFETY AGENT PROGRAM, WHOSE GOALS ARE TO SUPPLEMENT FIRE SUPPRESSION MANPOWER, ESTABLISH AND MAINTAIN EFFECTIVE CRIME AND FIRE PREVENTION PROGRAMS, AND ENFORCE THE LAWS OF THE COMMUNITY. THE PUBLIC SAFETY AGENT WOULD USE THE MAJORITY OF HIS TIME WORKING TOWARD THE SECOND OF THESE GOALS.
