PRELIMINARY DISCUSSION OF THE DEVELOPMENT OF AN URBAN VEHICLE REAL TIME LOCATOR SERVICE.
Abstract
PULSE REPRESENTS A NEW TYPE OF URBAN INSTITUTION WHEREBY PUBLIC AND PRIVATE ORGANIZATIONS (SUCH AS POLICE AND FIRE DEPARTMENTS, TAXI COMPANIES, TRANSIT COMPANIES, POST OFFICES, TRUCKING COMPANIES, AND OTHER URBAN ENTITIES) ARE ABLE TO AUTOMATICALLY LOCATE MOVING OBJECTS ANYWHERE IN THE URBAN AREA AND HAVE THEIR POSITIONS REPORTED TO A CENTRAL POINT. URBAN ORGANIZATIONS WOULD RENT TIME ON THE PULSE SYSTEM TO LOCATE THEIR VEHICLES, EQUIPMENT, GOODS, ETC., WITH THE FREQUENCY AND ACCURACY WHICH WOULD BEST ENHANCE THEIR OPERATIONS. THE PULSE SYSTEM, SHARED BY ALL PERSONS CAPABLE OF BENEFITING FROM A LOCATOR SERVICE, WILL BEST SERVE THE NEEDS OF THE CITIES AND WILL MOST EFFICIENTLY UTILIZE A VALUABLE PUBLIC RESOURCE -- THE RADIO SPECTRUM.
