Abstract
WITH THE AWARENESS THAT EVALUATION HAS OUTCOMES AT BOTH THE POLICYMAKING AND SERVICE DELIVERY LEVELS, THIS VOLUME IS DESIGNED FOR USE BY INSTRUCTORS AND STUDENTS OF EVALUATION, RESEARCHERS, PRACTITIONERS, POLICYMAKERS, AND PROGRAM ADMINISTRATORS. PAPERS ARE LARGELY SELECTED FROM THOSE DELIVERED AT THE PREVIOUS ANNUAL MEETING OF THE EVALUATION RESEARCH SOCIETY.
