THE QUEENSLAND POLICE DEPARTMENT REPORTS IMPROVED POLICE MORALE, BETTER COMMUNITY RELATIONS, AND THE HIGHEST CLEAR-UP RATE FOR GENERAL CRIME IN DEPARTMENT HISTORY UNDER A NEW ADMINISTRATION.
Abstract
ALTHOUGH POLICE ACTIVITY INCREASED AND THE CLEAR-UP SUCCESS RATE FOR CRIME IS HIGH AT 50.46 PERCENT, THE CRIME RATE CONTINUES TO RISE FOR WHICH A SPECIAL CRIME PREVENTION PLAN WAS IMPLEMENTED. SERIOUS CRIME, SUCH AS HOMICIDE, RAPE, AND ROBBERY INCREASED BY 21 PERCENT. PEOPLE UNDER 17 COMMITTED 19 PERCENT OF ALL OFFENSES CLEARED UP DURING THE YEAR. AS PART OF A SUCCESSFUL, NEW, SOFTLINE APPROACH THERE HAVE BEEN SOME 4,500 JUVENILES COUNSELED COMPARED TO 1,900 IN 1976-77 WITH ONLY 20 PERCENT RECIDIVISM. THE NUMBER OF PERSONS PROSECUTED FOR DRUG ABUSE ROSE 6 PERCENT. A HIGHER NUMBER OF TRAFFIC OFFENSES WERE PROSECUTED, WITH A REDUCTION IN THE NUMBER OF FATAL ACCIDENTS. THE COMMISSIONED OFFICERS' COURSE WAS DEVELOPED TO GIVE SENIOR SERGEANTS A GREATER KNOWLEDGE OF POLICE WORK. INFORMATION IS ALSO PROVIDED ON THE INSTALLATION OF EQUIPMENT, PERSONNEL CHANGES, VISITS FROM GUEST SPEAKERS, AND THE OPENING OF NEW FACILITIES. THE REPORT DETAILS INFORMATION ON TRAFFIC CONTROL AND ENFORCEMENT, TRAINING AT THE POLICE ACADEMY, AND A SPECIAL POLICE DRIVING TRAINING UNIT. OTHER DUTIES REPORTED INCLUDE HANDLING OF PUBLIC DEMONSTRATIONS AND CONDUCTING LAND, AIR AND SEA SEARCHES. USUAL ADMINISTRATIVE MATTERS SUCH AS PERSONNEL RECRUITMENT AND TRAINING, THE WORK OF LICENSING BUREAUS AND OFFICES FOR SPECIAL SERVICES ARE DESCRIBED. SPECIAL SERVICES DISCUSSED INCLUDE INVESTIGATION OF RAPE, FRAUD, MISSING PERSONS, AND JUVENILE DELINQUENCY. IN EACH ADMINISTRATIVE AREA, THE STRUCTURE OF AND NUMBER OF PERSONNEL IN THE DEPARTMENT IS NOTED, ALONG WITH THE DEPARTMENT'S DUTIES AND ACCOMPLISHMENTS.
