This is a report on organized crime, and drug control in Thailand.

Abstract

The paper begins with an examination of the types of organized crime, which are all characterized by violence, provision of illicit services, and immunity from prosecution. There is a brief historical background of organized crime and a review of the current situation of Asian organized crime, which includes: gambling, prostitution, drug trafficking, extortion, white collar crime, loan-sharking and debt collecting, alien smuggling, money laundering, home invasion robberies, and computer chip theft. The pursuit of organized crime can be divided into three general strategies: (1) education, development of awareness throughout the community; (2) civic action groups and crime commissions; and (3) punitive enforcement. The second part of this paper concerns narcotics trafficking in the Asia-Pacific region, with a review also of the current drug situation worldwide. There is a detailed examination of illicit trafficking routes from Thailand (and other sources) to other countries. Effective methods to control organized crime by controlling narcotics trafficking include: (1) conspiracy law; (2) controlled delivery; (3) forfeiture of the proceeds of illicit drug trafficking; and (4) mutual legal assistance.
