INFORMATION ON THE MASTER PLAN, WHOSE GOAL IS TO STUDY OKLAHOMA'S CORRECTIONS NEEDS AND TO DEVELOP A CORRECTION SYSTEM WHICH REFLECTS THE BEST ACROSS THE NATION, IS PRESENTED.
Abstract
A STUDY OF OKLAHOMA AS A WHOLE AND ITS CRIMINAL JUSTICE SYSTEM HAS BEEN SUPPLEMENTED BY COLLECTED DATA ON CRIME, ARRESTS, AND THE FACTORS WHICH RESULT IN SENTENCING AN INDIVIDUAL TO JAIL, PROBATION, OR THE STATE PRISON SYSTEM. THE OFFENDER POPULATION, THE EMPLOYEES OF EACH CORRECTIONAL AGENCY OR PROGRAM, AND THE FINANCIAL RESOURCES AND BUILDINGS OF THE CORRECTIONAL SYSTEM WERE INCLUDED IN THE STUDY. A SERIES OF RECOMMENDATIONS REFLECTING THE APPROACH TO CORRECTIONS ACROSS THE NATION TREATS TWO AREAS: REORGANIZATION OF OKLAHOMA'S CORRECTIONS, AND IMPROVEMENT OF ITS OPERATIONS. THE OVERALL OBJECTIVE IS TO REDUCE CRIME. FOCUSING ON CORRECTIONAL EFFORTS, THE PLAN AIMS TO IMPROVE ALTERNATIVES TO INCARCERATION (PROBATION AND PAROLE); IT RECOMMENDS DEVELOPING A DIVISION OF COMMUNITY SERVICES TO REPLACE THE DIVISION OF PAROLE. FURTHER RECOMMENDATIONS INCLUDE: DEVELOPING SMALLER, REGIONAL INSTITUTIONS TO AVOID SECURITY; AND MANAGEMENT AND PROGRAMMING PROBLEMS THAT LARGE INSTITUTIONS EXPERIENCE. COSTS OF BUILDING AND STAFFING, AS WELL AS EMPLOYMENT FOR PRISONERS (FARMING UNDER THE PROPOSED CORRECTIONAL SYSTEM), ARE ALSO DISCUSSED. THE MASTER PLAN ALSO OFFERS RECOMMENDATIONS FOR LOCAL CORRECTIONAL FACILITIES IN OKLAHOMA.
