Abstract
The Quincy model considers domestic violence to be a serious crime, unites the activities of all criminal justice and social service agencies, recognizes the nature of abusive relationships, is accessible to victims, makes victims' rights and safety the main concern, and requires no extra budget. The manual explains the nature of domestic violence, the characteristics of offenders and victims, and the history and background of the Quincy program. It also discusses the program components, including the roles of the police, the prosecutor, the court, probation, batterer's treatment the sheriff's office, and shelter.
