THIS REPORT RECOMMENDS THE ABOLITION OF ILLINOIS RACE TRACK MESSENGER SERVICES, THAT TAKE ORDERS FOR BETS AND DELIVER THEM TO THE RACE TRACK.
Abstract
IT WAS FOUND THAT MANY OWNERS AND EMPLOYEES OF MESSENGER SERVICES ARE PEOPLE WITH LONG RECORDS OF CRIMINAL ARRESTS AND CONVICTIONS, THAT MESSENGER SERVICES PROVIDE AMPLE OPPORTUNITY TO CONDUCT BOOKMAKING ACTIVITIES, THAT MESSENGER SERVICES HAVE HAD AN ADVERSE EFFECT ON RACE TRACK REVENUE, AND THAT MESSENGER SERVICES WOULD BE ALMOST IMPOSSIBLE TO REGULATE. FOR THESE REASONS, THE ABOLITION OF THE MESSENGER SERVICES IS RECOMMENDED. OFF-TRACK BETTING IS SUGGESTED AS AN ALTERNATIVE TO THE MESSENGER SERVICES. (AUTHOR ABSTRACT)...PLO
