This manual presents specific guidelines for use by local police departments in dealing with racial and religious violence.
Abstract
Its recommended policies, practices, and procedures are currently working in several jurisdictions in the United States. The manual presents methods to identify, report, and investigate religious and racial harassment and violence. It also outlines a range of standards that agencies can consider, based on their own resources and priorities. The guidelines cover the role and responsibilities of the chief executive, training, victim assistance, interagency cooperation, police-community cooperation, the use of special units, legislation, and prevention. Responses to the problem by the Boston Police Department and the Baltimore County Police Department (Maryland) are summarized. Checklists, a sample directive, addresses of resource organizations, and an excerpt of Massachusetts law.
