IMPLEMENTATION STUDY, DATED MAY 1974, DETAILING THE PHASES, TIMETABLE, RESOURCE NEEDS, AND ESTIMATED COST OF ESTABLISHING A COUNTY MUNICIPAL COURT BY CONSOLIDATING ST PAUL MUNICIPAL COURT AND FIVE SUBURBAN COURTS.
Abstract
THE FIVE SUBURBAN COURTS EACH HAVE A PART-TIME JUDGE AND ONE TO THREE FULL-TIME CLERKS AND DEPUTIES. THE MUNICIPALITIES RANGE FROM 11,900 TO 34,000 IN POPULATION AND HAD 1972 CASELOADS RANGING FROM 294 TO OVER 4,076. ST PAUL MUNICIPAL COURT SERVES A CITY OF 309,000, HAS SIX JUDGES AND A SUPPORT STAFF OF 49, AND DISPOSED OF 21,501 CASES IN 1972. CONSOLIDATION PLANS CALLED FOR COMBINING THESE SIX COURTS INTO ONE SYSTEM SERVED BY 11 FULL-TIME JUDGES, ONE FULL-TIME COURT ADMINISTRATOR, AND A SUPPORT STAFF OF APPROXIMATELY 66. THE MAJOR IMPLEMENTATION TASKS OUTLINED ARE A PERSONNEL ANALYSIS (INCLUDING JOB DESCRIPTIONS, QUALIFICATIONS, SALARIES, AND FRINGE BENEFITS); A SYSTEMS ANALYSIS OF ACCOUNTING, CALENDARING, AND RECORDKEEPING PROCEDURES; AND A COURT MANAGEMENT STUDY.
