The Rank and Assignment Project of the St. Louis County Police Department (Missouri) seeks to develop a model management structure for the police department which focuses on goals and objectives and allows the maximum utilization of the best qualified personnel to fill management positions.
Abstract
The report identifies the major objectives of the rank and assignment system and outlines the issues involved in police management which affect current management practices. Discussion covers the characteristics of the St. Louis Rank and Assignment Project, which are designed to respond to these issues and the intended effects on the system, as well as the present classification structures and practices. These current practices, which do not adequately identify and describe the types of work performed in the police department, are compared to the proposed classification system which inventories all work performed. The proposed system also provides more generic job classifications to all positions not requiring specific law enforcement powers or competence, thus allowing more lateral entry options and broadening selection possibilities. Next, the selection program to be used in the assessment and selection of upper management, middle management, and entry-level personnel is described. The final section discusses the organizational changes necessary for the implementation of the Rank and Assignment Project, and it recommends the establishment of rank and assignment structures and the development of team policing as the primary mode for organizing police field services.
