This article describes the selection program of the Rank and Assignment Project of the St. Louis County Police Department (Missouri), designed for assessment and selection of upper management, middle management, and entry-level personnel.
Abstract
Six steps are detailed for the selection procedure for upper level management personnel, including reviewing applications, screening, administration of intelligence and technical tests, more technical interviews, professional evaluation of promising candidates, and final interviews by the superintendent of police. The person specification and measurement source forms to be used for 24 specific upper management positions are provided. The technique of job simulation is recommended for selection of middle-management personnel; job simulation exercises involved in this technique are described. Careful attention is paid to the role and responsibilities of the assessors, or judges of the candidates. Further procedures are suggested for the selection of patrol officers and other entry-level personnel, including the use of valid tests, the use of a bio-data questionnaire and the use of performance measures. Estimates are given for the projected costs of each phase of the proposed selection program. The rating form, the biographical data form, and a manual are appended.
