REPORT ON THE RESULTS OF A NATIONAL TELEPHONE AND MAIL SURVEY OF APPROXIMATELY 40 MEDICAL FACILITIES ON THE TREATMENT OF RAPE VICTIMS.
Abstract
PUBLIC AND PRIVATE HOSPITALS, CLINICS, AND MEDICAL DOCTORS WERE QUESTIONED AS TO THE TYPE OF FACILITIES USED; THE TYPE OF PERSONNEL EMPLOYED; THE PROCEDURES INVOLVED IN PREEXAMINATION, EXAMINATION, AND POSTEXAMINATION; SPECIAL TRAINING GIVEN PERSONNEL; AND COORDINATION WITH COMMUNITY GROUPS, POLICE, PROSECUTORS, AND OTHER INSTITUTIONS TREATING RAPE VICTIMS. ON-SITE VISITS WERE MADE TO 19 MEDICAL FACILITIES HAVING SPECIAL PROGRAMS FOR TREATING THE RAPE VICTIM. GUIDELINES ON THE TREATMENT OF RAPE VICTIMS BY MEDICAL FACILITIES ARE SUGGESTED BASED ON THE SURVEY RESULTS. RECOMMENDATIONS INCLUDE IMPLEMENTING A SPECIAL PROTOCOL FOR RAPE VICTIMS, OBTAINING PUBLIC FUNDS FOR EVIDENTIARY EXAMINATIONS, INSTEAD OF CHARGING THE COSTS TO THE RAPE VICTIM, AND INSTITUTING MEDICAL AND COUNSELING FOLLOW-UP TREATMENT FOR VICTIMS. THE APPENDIX CONTAINS COPIES OF LEGISLATION AND STATE ACTS RELATING TO COMPENSATION FOR VICTIMS OF CRIME, SAMPLE TREATMENT FOLLOW-UP FORMS, A SUMMARY OF A SURVEY OF PRIVATE PHYSICIAL HANDLING OF RAPE CASES, AND SUGGESTED PROTOCOL FOR HOSPITAL IMPROVEMENT IN MANAGEMENT OF RAPE VICTIMS. THE PROTOCOL OF THE SEXUAL ASSAULT CENTER, HARBORVIEW MEDICAL CENTER, SEATTLE, WASHINGTON IS ALSO ATTACHED.
