THIS CANADIAN REPORT ARGUES THAT RAPE RELIEF SERVICES ARE AN APPROPRIATE PRIORITY FOR GOVERNMENT FUNDING AND ADDRESSES THE EVALUATIVE, ADMINISTRATIVE, AND TECHNICAL ISSUES POSED IN THE MANDATE OF THE REPORT.
Abstract
WRITTEN TO SUPPLY INFORMATION TO THE GOVERNMENT OF BRITIS COLUMBIA, CANADA, IN THE PROCESS OF ASSESSING FUNDING REQUESTS FROM THE COALITION OF BRITISH COLUMBIA RAPE CENTERS, THIS REPORT INCLUDES A WORKING DEFINITION OF RAPE; INFORMATION ON THE SEXUAL ABUSE OF CHILDREN, ON POLICE, AND ON MEDICAL AND LEGAL TREATMENT OF RAPED PERSONS; A SURVEY OF RAPE RELIEF CENTERS; AND SUGGESTED MODELS FOR BRITISH COLUMBIA. THE AUTHOR ARGUES THAT THE DEFINITION OF RAPE DEPENDS ON ONE'S PERSPECTIVE, AND THAT CHANGES IN LAW AND COMMUNITY MORES INFLUENCE HOW EACH PERSON SEES RAPE. STATISTICS ARE GIVEN ON THE NUMBER OF RAPES IN THE VANCOUVER AREA AND IN CANADA, ON RAPE REPORTING, AND ON RAPE CONVICTIONS, AS WELL AS ON THE RELATIONSHIP OF ASSAILANTS AND VICTIMS. THE MAGNITUDE OF CHILD SEXUAL ABUSE IS DISCUSSED ALONG WITH STATISTICS ON PERPETRATORS AND VICTIMS, VICTIM EMOTIONAL EFFECTS, AND THE NEED FOR COUNSELING, TRAINING, AND RESOURCE CENTERS. STUDIES OF KINDS OF RAPISTS, VICTIMS, AND RAPES ARE CITED, AND THE SCOPE AND EFFECTS OF MEDICAL TREATMENT PROCEDURES FOR RAPE VICTIMS ARE EXAMINED. CURRENT POLICE PROCEDURE REGARDING RAPE VICTIMS ARE DISCUSSED AND RECOMMENDATIONS FOR IMPROVEMENT ARE MADE. RAPE LAWS, THE LEGAL PROCESS, AND VICTIM RIGHTS ARE DESCRIBED, AND A SURVEY OF RAPE RELIEF CENTERS IS PROVIDED. AS MODELS, THE AUTHOR SUGGESTS IMPROVED FINANCIAL SUPPORT AND ACCOUNTABILITY FOR RAPE RELIEF CENTERS AND PUBLIC EDUCATION AND RAPE PREVENTION PROGRAMS. AN APPENDIX PROVIDES A RAPE PREVENTION MODEL.
