THE AUTHOR STRESSES THE NEED FOR A CRIMINAL JUSTICE SYSTEM THAT IS NOT RETRIBUTIVELY ORIENTED BUT THAT IS PREVENTION AND TREATMENT ORIENTED.
Abstract
CRIME PREVENTION MAY BE ACHIEVED THROUGH DECRIMINALIZATION; EDUCATION, PLANNING, AND RESEARCH; AND PUBLIC PARTICIPATION IN CRIME PREVENTION. TREATMENT OF OFFENDERS SHOULD BE MORE RESPONSIVE TO OFFENDERS' NEEDS. THIS MAY BE ACHIEVED BY TREATING SENTENCING AS A PROCESS THAT CULMINATES WITH THE OFFENDERS' REHABILITATION.
