Abstract
THESE READINGS EXAMINE THE BASIC ELEMENTS OF EMPLOYEE RELATIONS IN CORRECTIONAL ORGANIZATIONS. THE GROWTH AND IMPACT OF PUBLIC SECTOR UNIONISM, INCLUDING LEGAL DEVELOPMENTS IN THE AREA, ARE TRACED. PREDICTIONS ARE ALSO MADE REGARDING THE FUTURE GROWTH OF PUBLIC EMPLOYEE UNIONISM. THE EVOLUTION OF EMPLOYEE UNIONS AND ASSOCIATIONS IS ALSO CONSIDERED FROM A FUNCTIONAL PERSPECTIVE. A GENERAL REVIEW OF COLLECTIVE BARGAINING IN THE PUBLIC SECTOR IS PROVIDED ALONG WITH DEFINITIONS OF VARIOUS TERMS, HOW THE PROCESS IS CONDUCTED, AND POSSIBLE OUTCOMES OF COLLECTIVE BARGAINING FOR PUBLIC SERVICE. DATA FROM A SURVEY OF THE EXTENT AND SCOPE OF COLLECTIVE BARGAINING IN STATE LEVEL CORRECTIONAL AGENCIES IS REPORTED, AND CONTRACTS RECEIVED ARE REVIEWED. APPENDIXES INCLUDE THE SURVEY QUESTIONNAIRE USED IN THE STUDY, A COMPOSITE CONTRACT DRAWN FROM ACTUAL CORRECTIONAL AGREEMENTS REVIEWED, AND REFERENCES FOR FURTHER READINGS ON PUBLIC SECTOR COLLECTIVE BARGAINING.
