This series of papers developed from an examination of the Federal Juvenile Justice Amendments of 1980, identifies 11 issues related to the legislation, including possible guideline language for implementation of the new provisions.
Abstract
On December 8, 1980, S.2441, the Juvenile Justice Amendments, was signed into law. This reauthorization legislation continues the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, for an additional 4 years. Major areas of change in the amendments involve the establishment of an independent Office of Juvenile Justice and Delinquency Prevention to administer the act's title II programs, expansion of the membership on the Federal Coordinating Council on Juvenile Justice and Delinquency Prevention, a restructuring of the National Advisory Committee for Juvenile Justice and Delinquency Prevention, and revisions in the State formula grant program. Other areas of change include new restrictions on lobbying activities by Juvenile Justice Act fund recipients, a clarification of the act's continuation funding policy, and new areas of emphasis in the programs established under the 1974 act as amended in 1977. These and other issues associated with the amendments are discussed in the papers, with the format for each presentation generally consisting of an explanation of the amendment, current practice, issues derived from the amendment, and possible language for regulations.
