EMPIRICAL STUDY COMPARES THE POST-RELEASE BEHAVIOR OF PRISONERS WHO WERE CONFINED IN LABOR COLONIES AND CONVENTIONAL PRISONS IN FINLAND.
Abstract
NO SIGNIFICANT DIFFERENCE IN RECIDIVISM WAS FOUND BETWEEN PRISON AND LABOR COLONY GROUPS. THE AUTHOR CONCLUDES THAT PRISONS ARE NOT MORE EFFECTIVE THAN LABOR COLONIES IN PREVENTING CRIME SINCE PRISONS INVOLVE MUCH HIGHER ECONOMIC AND SOCIAL COSTS, HE RECOMMENDS THEY BE REPLACED BY OPEN WORK INSTITUTIONS.
