Annotation

An analysis of a Wisconsin program based on the Treatment Alternatives to Street Crime (TASC) revealed that offenders completing the program were significantly less likely to recidivate than were offenders not completing the program.

Abstract

Wisconsin funded Treatment Alternative Programs (TAP) in 1989 to provide treatment alternatives instead of imprisonment for drug-abusing offenders. TAP's goal is the break the offender's drug/crime cycle, using a case management model. Follow-up studies assessed the recidivism of TAP participants of June 1990-May 1991 over an 18-month period. Recidivism information since admission to TAP was obtained from numerous public sources, including probation/parole and court records. Results indicated that the program reduced recidivism and can be more cost- effective than incarceration. Tables, figure, and 12 references (Author abstract modified)
