DISCUSSION OF THE MOST EFFECTIVE WAY TO DEAL WITH INDIVIDUALS WHO REPEATEDLY COMMIT TRAFFIC VIOLATIONS.
Abstract
THIS ARTICLE EXAMINES THE QUESTION OF WHETHER RECIDIVIST TRAFFIC OFFENDERS SHOULD BE TREATED AS CRIMINALS AND PUNISHED, OR REGARDED AS MERELY NEGLIGENT AS FAR AS TRAFFIC REFULATIONS ARE CONCERNED. THE LIMITATIONS OF USING DISQUALIFICATION FROM DRIVING AS A PUNISHMENT FOR REPEATED TRAFFIC VIOLATIONS ARE DISCUSSED. EMPHASIS IS PLACED ON THE NEED FOR MORE RIGOROUS TRAINING AND EDUCATION BEFORE THE GRANTING OF A DRIVER'S LICENSE.
