AUTHOR SUGGESTS A FEDERAL GOVERNMENT SUBSIDY PROGRAM TO ENCOURAGE PRIVATE BUSINESS TO EMPLOY PAROLEES.
Abstract
THE AUTHOR STATES THAT IMPROVING LIFE WITHIN CORRECTIONAL INSTITUTIONS IS DEPENDENT UPON THE OPPORTUNITIES FOR EMPLOYMENT AVAILABLE TO PAROLEES. THE ESSENTIAL FEATURE OF THE PROPOSED AFTER CARE PROGRAM WOULD REIMBURSE INDUSTRY AND BUSINESS A SUM EQUAL TO 50 PERCENT OF THE WAGES PAID TO ALL JUVENILE AND ADULT PAROLEES. THE MAXIMUM PERIOD FOR PAYMENT WOULD BE TWO YEARS. THE AUTHOR SUGGESTS THAT THE GOVERNORS OF THE VARIOUS STATES APPOINT VOCATIONAL OPPORTUNITY BOARDS TO ADMINISTER THE PROGRAM.
