This document presents draft resolutions prepared by committees of the United Nations and focusing on the management of criminal justice, the development of sentencing policies, and United Nations minimum standards for alternatives to institutionalization.
Abstract
The resolution on management and sentencing notes the need to provide an information base on which policies can be developed, to evaluate decisions in terms of their impacts on the entire criminal justice system, and to encourage personnel training. The resolution also urges countries to reduce the use of detention and imprisonment to a minimum, make a range of sentences available, allow judicial review of prison management and policies, establish specific corrections standards, and protect the rights of the accused. The United Nations Standard Minimum Rules for Non- custodial measures, also known as the Tokyo Rules, present a set of basic principles regarding legal safeguards, offenders' rights at all stages of case processing, the implementation of community-based corrections, staff recruitment and training, and the use of volunteers and other community resources.
