Recommendations to improve Minnesota's new automated fingerprint identification system, called MAFIN, pertain to financial arrangements concerning its operation, upgrading its equipment, and modifying its existing software.
Abstract
The State should pay for all of the ongoing expenses for operating and maintaining the MAFIN network. The State should purchase for the State Bureau of Apprehension (BCA) a terminal of the same capability as that used by Minneapolis and St. Paul, the two other system users. If the State is to make this purchase, the BCA should plan for the establishment of a juvenile fingerprint file. Remote latent terminals should also be considered to allow local police agencies to search for suspects among local criminals more effectively than with a single statewide file. One table is included.
