Abstract
The proposed Electoral and Administrative Review Commission will be designed to ensure that administrative laws and processes as well as the electoral system serve the ends of governmental accountability to the public. The commission will make recommendations for electoral and administrative reform identified in or arising out of this report and then supervise the implementation of the reforms. Recommendations for this commission also detail the commission's composition and structure as well as its reform tasks. Another major recommendation is that the Criminal Justice Commission be established to act as a permanent body, under parliamentary oversight, to monitor and instigate criminal justice system reform. Recommendations encompass the commission's establishment and functions as well as its investigation, review, reform, and consideration of criminal justice matters discussed in this report. Recommendations for police propose a reorganization that will emphasize crime prevention; community involvement; a less hierarchical force that will be responsive to change; decentralization of the force; and improved recruitment, training, and promotion procedures.
