A MANAGEMENT APPROACH TO AN UNCOORDINATED AREA OF SERVICES, EMPHASIZING TREATMENT, EDUCATION, AND LAW ENFORCEMENT.
Abstract
MAJOR EMPHASIS WAS PLACED ON IDENTIFYING THE ORGANIZATIONAL AND ADMINISTRATIVE REQUIREMENTS AND RESPONSIBILITIES FOR EFFECTIVE DRUG ABUSE PROGRAM DEVELOPMENT. TO ACCOMPLISH THE PURPOSE OF THE STUDY, THE PROJECT TEAM FIRST IDENTIFIED AT THE STATE AND LOCAL LEVELS PROGRAM NEEDS AND REQUIREMENTS. THIS WAS ACCOMPLISHED BY UNDERSTANDING THE NATURE AND SCOPE OF VIRGINIA'S DRUG PROBLEM, CURRENT PROGRAMS AND RESOURCES, RESOURCE GAPS, AND THE ELEMENTS OF A COMPREHENSIVE DRUG ABUSE CONTROL PROGRAM, AS DETERMINED BY SURVEYING THE 'STATE OF THE ART' IN DRUG ABUSE PROGRAMMING IN SELECTED AREAS OF THE COUNTRY. HAVING IDENTIFIED OVERALL PROGRAM NEEDS, THE APPROPRIATE ROLES OF VARIOUS STATE AND LOCAL AGENCIES IN PROVIDING FOR PROGRAM NEEDS WERE DETERMINED. FINALLY, THE MAJOR ORGANIZATIONAL AND FUNDING REQUIREMENTS FOR A COMPREHENSIVE PROGRAM WERE PROJECTED. (AUTHOR ABSTRACT)
