This report of Canada's Alcohol Test Committee presents recommended procedures for the performance of alcohol breath tests and minimum standards for training police officers in the use of the equipment, for the administration of a breath test program, and for the materials to be used with the equipment.
Abstract
The standards pertain to the four types of equipment used in alcohol testing (the 'approved instrument,' the 'approved screening device,' the 'approved container' for breath samples, and the 'approved container' for blood samples); materials used in testing; requirements for personnel administering the tests; and general administrative considerations. The procedure pertain to the operation of approved instruments, screening devices, and containers and to the determination of the capability of instruments, devices, and containers in meeting appropriate standards. The latter are intended only as guidelines for the use of the Alcohol Test Committee and may not be followed in every evaluation. An addendum contains the procedure for statistical analysis of results obtained for standard nine for approved instruments. An appended list of instruments, devices, and containers approved by Canada's Attorney General as of May 6, 1986.
