THE AUTHOR, A CIRCUIT JUDGE FOR THE US COURT OF APPEALS, SUGGESTS A DUAL SCHEDULE FOR CASES INVOLVING SIMPLE AND COMPLEX CONSTITUTIONAL QUESTIONS. AN ADDITION TO THE FEDERAL RULES OF APPELLATE PROCEDURE CONTAINING RULES PROVIDING FOR EXPEDITED APPEALS IS APPENDED.
