This article presents the results of a survey of States' police or criminal justice agencies to determine which individuals and organizations have lawful access to criminal history information.
Abstract
The survey, which was conducted by the Law Enforcement Liaison Council, yielded responses from 49 States and the District of Columbia. Responses indicate that some States permit unrestricted access to criminal conviction records, others restrict access to all but criminal justice and other agencies authorized by statutes, and others have statutes permitting individuals to obtain their own records. The survey information from each State includes not only a listing of the individuals and organizations having access to criminal history records, but also a listing of the sources of authorization for such access.
