THIS HANDBOOK IS INTENDED TO AID LOCAL POLICE DEPARTMENT PERSONNEL IN CONDUCTING AN ANALYSIS OF THEIR DEPARTMENT'S RECORDS SYSTEM AND IN IMPLEMENTING A MODEL SYSTEM.
Abstract
AN INTRODUCTORY SECTION PRESENTS A REVIEW OF THE ASPECTS WHICH SHOULD BE EXAMINED IN PRESENT SYSTEMS IN ORDER TO DETERMINE IF CHANGES ARE NECESSARY. THE SECOND SECTION PRESENTS A MODEL RECORDS MANAGEMENT SYSTEM FOR SMALL AND MEDIUM-SIZED POLICE DEPARTMENTS AND DESCRIBES THE OPERATING PROCEDURE, FORMS, AND RESPONSIBILITIES OF AGENCY PERSONNEL IN MAINTAINING THE SYSTEM. IT IS PRIMARILY CONCERNED WITH THE HANDLING OF COMPLAINT/CASE SHEETS AND THE SUPPLEMENTARY AND RELATED REPORTS AND RECORDS WHICH THEY GENERATE. THE WORKFLOW AROUND THESE BASIC REPORTS IS DESCRIBED; AND THE DISPATCH OF POLICE PERSONNEL, THE PREPARATION OF CASE REPORTS, REVIEW AND QUALITY CONTROL, AND FILE UPKEEP ARE CONSIDERED. THE FINAL SECTION PROVIDES CONCISE INSTRUCTIONS CONCERNING THE USE OF FORMS AND REPORTS WHICH COMPRISE THE MODEL RECORDS SYSTEM. THE FORMS HAVE BEEN DESIGNED TO FACILITATE THE REPORTING RESPONSIBILITIES OF POLICE PERSONNEL. SAMPLE FORMS ARE INCLUDED. A TABLE OF CONTENTS, FOOTNOTES, OR REFERENCES ARE NOT PRESENT. A GRANT MANAGER'S ASSESSMENT REPORT OF THE HANDBOOK HAS BEEN APPENDED.
