This manual describes operating procedures and forms to be used in the implementation of a revised records system for the Youth Services of the New Haven Police Department (Connecticut).
Abstract
The manual deals primarily with the preparation, filing, and purging of records on juvenile offenders. General administrative procedures and procedures used by field investigators processing juveniles are not addressed. The juvenile records system is designed to provide information for the police department to evaluate its performance in dealing with juveniles, to point out subjects requiring emphasis in investigator training programs, to convey information regarding police contacts with an individual juvenile to assist in understanding the problems with rehabilitation, and to provide identification of the sociological influences of the community which contribute to juvenile delinquency. The primary factor which sets juvenile records systems apart from other police recordkeeping activities is the principle of confidentiality of information regarding juvenile offenses, and this manual was developed with this principle in mind. Major elements of the information system which are described include the investigation report, the juvenile referral card, complaints, the warning card, the abstract book, and the transfer file. Elements of the revised records system discussed include the new procedures, the alphabetical card file, the case jacket, and the incident report form. One table and four figures are provided.
