Abstract
THE FIRST VOLUME OF THIS STUDY REVIEWING THE SIZE AND COMPLEXITY OF THE VANDALISM PROBLEM IN BEQS, SHOWS THE ENORMOUS COST TO THE NAVY AND SPECIFIES THE KINDS OF DAMAGES INCURRED. THIS VOLUME, ANALYSES THE DATA SOURCES, TYPES OF INFORMATION USED, STRUCTURE OF THE DATA BASE, DATA CODING AND SAMPLES USED. IT ALSO DESCRIBES METHODS USED TO ESTIMATE THE FREQUENCY AND COST OF VANDALISM, AND METHODS USED TO DETERMINE THE RELATIONSHIPS BETWEEN FREQUENCY/COST AND BASE/BEQ CHARACTERISTICS. BEFORE THE PROJECT WAS UNDERTAKEN, THERE WAS NO SINGLE SOURCE OF INFORMATION ON VANDALISM AT NAVAL BASES. SEVERAL DATA SOURCES AND COLLECTION METHODS WERE USED INCLUDING OFFICER'S DATA, BEQ MANAGER'S DATA, PUBLIC WORKS' DATA, BEQ RESIDENTS, NAVAL INVESTIGATIVE SERVICE (NIS) REPORTS' SITE VISITS, AND VANDALISM INCIDENT REPORTS. TO CREATE A RELIABLE PICTURE OF BEQS , C.O.'S AND BEQ MANAGERS WERE ASKED TO COMPLETE QUESTIONNAIRES DETAILING CHARACTERISTICS OF THEIR FACILITIES. THE CLOSE-ENDED QUESTIONS WERE QUANTIFIED AND ANALYZED BY A STATISTICAL PACKAGE FOR THE SOCIAL SCIENCES (SPSS) COMPUTER PACKAGE. TO DETERMINE THE EXTENT AND COST OF VANDALISM IN THE NAVY, INFORMATION GATHERED WAS BROKEN DOWN INTO THE FOLLOWING ELEMENTS: FREQUENT INCIDENTS, NOTORIOUS INCIDENTS, INFREQUENT INCIDENTS, UNREPORTED INCIDENTS, AND ADMINISTRATION AND OVERHEAD. C.O.'S WERE ASKED TO LIST THE THREE MOST FREQUENT KINDS OF VANDALISM, AND THAT FIGURE BECAME THE BASIS FOR ESTIMATING, THE ANNUAL FREQUENCY AND COST OF PROPERTY DAMAGE. THE LOCATION OF DAMAGE WAS ANALYZED BY BASE, BEQ TYPE AND BY SPACE, AND C.O.'S AND BEQ MANAGERS WERE ASKED TO LIST THE MOST COMMON REASONS FOR VANDALISM AND WHAT STEPS THEY HAD TAKEN IN THEIR FACILITY TO ALLEVIATE THE PROBLEM. THE STUDY DETAILS THEIR RESPONSE, AND OBSERVATIONS MADE BY RESEARCH PERSONNEL. CHARTS, GRAPHS, APPENDIXES ARE INCLUDED. (TWM)
