Inefficiency is identified as the reason for the radical reformation of Greece's long-standing Penitentiary Code and its replacement with a new law that the Greek Parliament ratified in April 1989.
Abstract
Several reformations arise in the new law: alternative measures to imprisonment; abolition of the progressive system adapted by the previous code; enactment of a new judicial institution that allows judicial control of the legality of the actions of prison administration, the protection of prisoners from arbitrary activities of prison administration, and, in general, the control of the functioning of the prison system; the development of new "centers of orientation and observation" and "scientific councils," which are considered necessary for the individualization of treatment; and creation of an aftercare system. Some regulations in the new law fail to protect sufficiently, such as the basic legal rights (political and constitutional) of prisoners. Problems that need to be addressed include prison overcrowding and drug addiction in prison. 4 footnotes
