The Arkansas regional facility is presented as a solution to the overburdened criminal justice system at the local level.
Abstract
It is operated by the Department of Corrections (DOC) as a jail of city, County, or State inmates and also houses DOC inmates who have been screened before transfer to the regional jail. It meets the needs of the local government while complying with State and Federal regulations regarding jail operations. The DOC finances the facility and passes on the cost of operation and construction of the jail portion to the governments who use it. DOC staff supervise the inmates both in house and on job assignments that support the facility, such as food production and preparation, laundry, janitorial services, landscaping, and regional maintenance crews. The regional maintenance crews are groups of 20 inmates with minimum security status who, under security supervision, clean, repair, or beautify properties of local, State, or Federal government. Additional community benefits from a regional facility include job opportunities at the facility.
