In 1984, the California Department of Youth Authority was authorized to fund and evaluate a pilot program for juvenile court wards of San Bernadino and Riverside Counties, Calif.
Abstract
A youth educational facility was implemented in July 1985 for 40 male wards. Results of the evaluation indicate that the program has been implemented as mandated by legislation. It provides a sentencing alternative for the juvenile courts of the region. It is serving the wards for whom it was intended. Program participants are court wards awaiting out-of-home placement in juvenile hall, educationally behind in school but educable, able to participate in vocational activities, not yet in need of commitment to the Youth Authority, and primarily 16- to 17-years-old at time of program entry. As mandated, the program provides an intensive, short-term educational experience that includes competency based education services, assessment for learning disabilities, treatment, remedial individual educational plans for those with diagnosed learning disability, electronic and computer education, physical education, vocational and industrial arts and training, job training and experience, character education, and victim awareness. Restitution and intensive supervision are also program components. Ward behavior and achievement have shown positive change: educational levels increased, youth are held accountable, and they are prepared for return to the community.
