A needs survey, other research, and a planning conference were used to develop a 10-year plan for the New York State Police that focused on entrance criteria and programs, quality of service and discipline, career development and promotional systems, and personnel deployment.
Abstract
Plans pertaining to entrance criteria and programs include an increase in minimum educational requirements, the creation of a permanent recruitment staff, the use of open examinations and current lists, improved entrance salary, upgraded background investigations, and a review of current psychological testing. Training plans focus on a review of basic school programs, an extension of the probationary period from 12 months to 18 months, and the establishment of a full-time academy staff. Plans for enhancing the quality of service and discipline include an improved inspection program, the use of citizen surveys, an early intervention program, continued use of an Employee Assistance Program, the use of sensitivity training, investigations of citizen complaints, and improvement in the discipline system. Career-development plans encompass the use of competitive examinations in promotions, a tier-review process for noncompetitive promotions, and assignments to the Bureau of Criminal Investigation. Personnel-deployment plans pertain to post definition and assignment and the maximization of existing patrol resources. Appended conference material.
