This article discusses methodological problems in a critical review of an evaluation of the Dougherty County Georgia's Criminal Alcoholic Program (CAP).
Abstract
It discusses utilization of the offender-based method (post-test only), reductions in CAP probationers pre-post test traffic offenses, statistical significance, multiple indicators of separate program components, and additional anti-abuse treatment in the District Health Department for probationers who did not comply with the original treatment. Also addressed are measurements of probationer property crimes, seriousness of probationers post CAP 2, and a discussion and critique of the National Survey of Crime Severity. This reply provides the reader with information for an impartial evaluation of the program's effectiveness. 2 tables and 14 references
