In December 1998 the United Nations (UN) General Assembly adopted Resolution 53/111, in which it decided to establish an open-ended intergovernmental ad hoc committee to elaborate a comprehensive international convention against transnational organized crime.
Abstract
The Ad Hoc Committee held its first two sessions in January and March 1999 to consider how to develop and implement Resolution 53/111. The first session was attended by representatives of 91 member nations, and the second session was attended by 95 representatives. The General Assembly invited donor countries to cooperate with developing countries to ensure their full participation in the work of the Ad Hoc Committee. In both the first two sessions, the Ad Hoc Committee conducted work toward a draft Convention Against Transnational Organized Crime and discussed international legal instruments available to deal with specific types of transnational organized crime. Other UN resolutions pertinent to transnational organized crime are noted.
