THE PRIMARY PROBLEMS FOUND WERE OVERCROWDING, LACK OF REHABILITATION PROGRAMS SUCH AS WORK RELEASE AND REMEDIAL EDUCATION, AND INSUFFICIENT MEANS FOR KEEPING UNIFORM RECORDS AND STATISTICS. VARIOUS SPECIFIC RECOMMENDATIONS ARE INCLUDED.
