This report on the fourth session of the Conference of the Parties to the United Nations Convention Against Transnational Organized Crime ("the Convention"), held in Vienna on October 8-17, 2008, addresses deliberations and actions taken, as well as future activities.
Abstract
Eight decisions were adopted by the Conference. One pertained to possible mechanisms for reviewing implementation of the United Nations Convention Against Transnational Organized Crime and its Protocols. A second decision addressed implementation of the provisions on international cooperation of the Convention. A third involved implementation of the Convention's provisions on technical assistance, and a fourth involved the Convention's provisions regarding trafficking in humans. A fifth decision focused on implementation of the Convention's Protocol Against the Smuggling of Migrants by Land, Sea, and Air; and a sixth decision dealt with the Convention's Protocol Against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components, and Ammunition. Other Conference decisions addressed amendment of rule 18 of the Conference's rules of procedure and the reorganization of the work of the fifth session of the conference. Deliberations and actions associated with these decisions are reported. Among the topics addressed in these deliberations were criminalization of the various activities of transnational organized crime; money laundering; the suppression and punishment of trafficking in persons, especially women and children; the protection of victims and witnesses; travel and identity documents; the marking of firearms, the keeping of records of firearms, trafficking in firearms and their parts, and ammunition; technical assistance; and financial and budgetary matters. 11 appended Conference documents and supplementary information
