This report presents the proceedings of the first session of the Conference of the States Parties to the United Nations Convention Against Corruption (December 10-14, 2006).
Abstract
The Convention established the Conference of the States Parties to the United Nations Convention against Corruption in order to improve the capacity of and cooperation between states parties to achieve the objectives contained in the Convention and to promote and review its implementation. The adopted agenda for the first session included actions on organizational matters, such as the election of officers and the adoption of the rules of procedure. This was followed by consideration of the ways and means of achieving the objectives of the Conference of the States Parties in accordance with the mandates of the Convention. Many representatives of the countries who spoke in this segment of the session highlighted efforts to increase awareness of corruption through educational programs in schools and media campaigns. Some speakers noted that the conference should set realistic goals that take into account the breadth of the Convention. They emphasized the importance of having the implementation mechanism proceed gradually. There was general agreement that to do its work the Conference should develop ways to obtain information on the implementation of designated areas of priority in the Convention's implementation. The session also focused on technical assistance to be provided to countries committed to implementing the Convention's provisions. Speakers at the session addressed the critical need to provide help and support for countries in building their capacity to implement all chapters of the Convention, including provisions on the prevention of corruption, its criminalization, and asset recovery. Other matters discussed at the session were the bribery of officials of public international organizations, notification requirements, and a provisional agenda for the second session.
