This report details the United States Government’s efforts to combat human trafficking during fiscal year 2004.
Abstract
The United States Government has made the fight against the trafficking of human beings one of its top priorities; in 2003, Present Bush announced a $50 million initiative to combat trafficking around the world. The centerpiece of the Government’s efforts against human trafficking is the Trafficking Victims Protection Act of 2000 (TVPA), which enhanced government efforts to protect victims, prosecute offenders, and prevent human trafficking. The report describes the particulars of the TVPA and also details the benefits and services offered in the United States to trafficking victims, which include services from the Department of Health and Human Services, the Department of Justice, the Department of Labor, the Legal Services Corporation, and the Department of Agriculture. Immigration benefits for trafficking victims are similarly discussed and include the authorization of “continued presence” to remain temporarily in the United States as potential witnesses. Information is offered on human trafficking investigations, prosecutions, and sentences and descriptions are presented of human trafficking cases. International grants are offered by the United States Government to assist foreign countries in their efforts to combat human trafficking in their countries. Finally, the training and outreach initiatives of the United States Government are described and include domestic and international trainings as well as a domestic public information campaign. Figures, tables, appendixes
