This report describes the activities undertaken by the Bureau of Justice Assistance and the States to implement the Anti-Drug Abuse Act.
Abstract
Patterns of drug usage are reported, with special emphasis on crack. The drug user is profiled as likely to be a poly-drug user, a female, and of a younger age than previously reported. Drug use among students is outlined, but the use of most drugs, including cocaine, appears to be leveling off or declining. The drug source is presented, as well as profiles of distributors and traffickers of illegal drugs. A financial analysis of the cost of drug abuse is reported, and the relationship between drug abuse and crime is analyzed. The States' responses to the problem are noted. Multi-jurisdictional drug task forces have been established, and disruption of street sales has been utilized as a strategy. Services have been increased with respect to drug enforcement, and States have also become involved with monitoring drug prescriptions. The prosecution, adjudication, detention, and rehabilitation of the drug offender are explained. The implementation of the Anti-Drug Abuse Act of 1986 is outlined.
