This study focused on law enforcement efforts related to the drug component of the substance abuse problem in Pennsylvania.
Abstract
Specific study objectives were to determine how effective law enforcement agencies have been in apprehending and prosecuting persons who violate Pennsylvania's drug laws; to identify major problems that hamper law enforcement efforts in the State; to determine if Federal, State, and local agencies involved in drug law enforcement work together in a coordinated manner; and to determine if State and Federal drug law enforcement funds are being targeted to high-priority problem areas. It was found that the development of multijurisdictional task forces has increased Pennsylvania's drug law enforcement capabilities. Nonetheless, a comprehensive statewide drug control strategy and additional coordination of drug law enforcement efforts are needed. Pennsylvania's racketeering statute does not provide for the seizure of drug-related assets, the authorized use of State-owned vehicles by local drug task force members needs clarification, and State law prevents drug law enforcement agencies from using computerized criminal information. Further, delays in drug analysis occur at State crime laboratories, and additional training for drug law enforcement personnel is needed.
