RECOMMENDATIONS FOR CONSOLIDATING ALL MUNICIPAL SAFETY COMMUNICATION SERVICES IN TWO RURAL VERMONT COUNTIES IN A COOPERATIVE DISPATCH CENTER CONTROLLED BY PARTICIPATING TOWNS ARE PRESENTED.
Abstract
THE RECOMMENDATIONS REFLECT INTERVIEWS WITH WORKING-LEVEL AND MANAGEMENT PERSONS IN WASHINGTON AND LAMOILLE COUNTIES, VT., WHO ARE INVOLVED IN PROVIDING POLICE, FIRE, AND AMBULANCE EMERGENCY ASSISTANCE SERVICES TO COUNTY CITIZENS. THE SURVEY FOUND THAT, ALTHOUGH MOST SMALLER DEPARTMENTS WERE REQUESTING PART-TIME DISPATCH ASSISTANCE FROM TWO LARGER DEPARTMENTS, MORE THAN A PIECEMEAL EFFORT TO COORDINATE COMMUNICATIONS WAS NEEDED. EXISTING EMERGENCY COMMUNICATIONS FACILITIES AND EQUIPMENT IN THE TWO COUNTIES ARE DESCRIBED, ALTERNATE APPROACHES TO DESIGNING A COMMUNICATION NETWORK ARE CONSIDERED, AND THE FINANCING AND OPERATION OF A COOPERATIVE DISPATCH FACILITY ARE DISCUSSED. RECOMMENDATIONS COVER THE LOCATION AND MANAGEMENT OF THE PROPOSED CENTER AND TECHNICAL DETAILS RELATED TO RADIO AND TELEPHONE SYSTEMS. (LKM)
