This report includes the resolutions and recommendations of drug-related issues of the fourth meeting of the heads of African national law enforcement agencies, held in Nairobi (Kenya) in April 1991.
Abstract
The police representatives discussed the current situation and trends in illicit drug traffic in Africa and presented statistics on significant seizures of drugs. They reviewed measures taken at the national and international levels to implement the recommendations adopted at their previous meeting. Working groups met to consider several topics: methods of concealment used in Africa and the modus operandi of illicit traffickers, illicit traffic in heroin, financial investigation and the organization of national and international law enforcement efforts, illicit traffic by sea, and the international exchange of law enforcement intelligence. This report describes the development of a regional drug law enforcement training strategy, and it includes reports by the U.N. International Drug Control Program and intergovernmental organizations on drug control activities in Africa. There is a progress report on steps taken to apply provisionally, ratify, or accede to the U.N. Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988. 1 appendix
