This 1981 report generally assesses prison conditions in Scotland and provides information on inmates detained on remand, inspection works and procedures during 1981, and recommendations on matters requiring special attention.
Abstract
The chief inspector reports that the Scottish Prison Service has operated effectively and efficiently during 1981. However, he makes recommendations to deal with the unsatisfactory conditions in which most remand and some short-term prisoners are being held. In most instances they are denied certain privileges provided for in the relevant rules; e.g., wearing their own clothing, electing to be employed, and being supplied at their own expense with full meals. There is also criticism of the poor quality of regime and the limited occupational and other facilities for inmates serving short sentences at a number of establishments. Many difficulties are attributed to overcrowding. It is recommended that suitable additional places be provided within the system; this is in the process of being done through the prison building program.
