This report presents the recommendations and actions of the United Nations Intergovernmental Expert Group at its meeting on extradition held on December 10-13, 1996, in Siracusa, Italy.
Abstract
The Expert Group was convened by the Secretary-General in response to a request by the Economic and Social Council in its resolution 1995/27. According to that resolution, the Expert Group was to examine practical proposals for the further development and promotion of mechanisms of international cooperation, including the United Nations model treaties on international cooperation in criminal matters, as well as for the development of model legislation on extradition and related forms of international cooperation in criminal matters. The Council also recommended that the Expert Group explore ways and means of increasing the efficiency of extradition and related mechanisms of international cooperation in criminal matters. This report contains 18 recommendations developed at the meeting, describes the organization of the meeting, and summarizes the Expert Group's discussion. One of the Expert Group's recommendations is that consideration be given to consolidating the various model treaties so as to develop a comprehensive international cooperation instrument. It further requests that member states submit to the Commission on Crime Prevention and Criminal Justice proposals for the development of such an instrument to be based on the model treaties.
