SUMMARY REPORT ON THE MOST SIGNIFICANT ASPECTS OF THE BART SECURITY PLAN, INCLUDING INFORMATION ON SECURITY POLICY AND GUIDELINES, ORGANIZATION, PERSONNEL MATTERS, OPERATING PROCEDURES, EQUIPMENT, FACILITIES AND BUDGET.
Abstract
MORE SPECIFICALLY, THIS REPORT DISCUSSES BART MANAGEMENT GUIDELINES AND THEIR RELATION TO THE STAFFING AND OPERATION OF ITS SECURITY DIVISION. ADMINISTRATIVE TOPICS INCLUDE THE ALLOCATION AND USE OF PERSONNEL, JOB CLASSIFICATIONS, HIRING PRACTICES, A FIREARMS POLICY, AND COMMUNITY AND PRESS RELATIONS. OPERATING PLANS FOR SUCH THINGS AS REVENUE COLLECTION AND PROTECTION, ARRESTS, RECORDS AND REPORTS, AND INTER-JURISDICTIONAL LIAISON. DISCUSSION OF THIS LATTER CONCERN OF LIAISON POINTS OUT THAT THE SPECIFIC LAW ENFORCEMENT RESPONSIBILITIES OF LOCAL POLICE AGENCIES, AS WELL AS THEIR INTERACTION WITH BART SECURITY PERSONNEL, ARE AS YET UNRESOLVED ISSUES, AND THAT THE MAJOR OBSTACLE TO LOCAL POLICE COOPERATION IS ONE OF BUDGETARY RESTRICTIONS.
